60.22. Where there are no kilometres travelled in the territory of an administrative authority during the 2 preceding years, the carrier shall provide an estimate of the number of kilometres and the following calculation methods shall apply:
(1)  the calculation methods provided for in paragraphs 1 and 2 of section 60.21, if no road vehicles were operated in the territory of any administrative authority during the preceding year;
(2)  the percentage of kilometres travelled in the territory of an administrative authority is the quotient obtained by dividing the number of kilometres travelled in the territory of the administrative authority by the total distance travelled;
(3)  the percentage of estimated kilometres travelled in the territory of an administrative authority is the quotient obtained by dividing the estimated number of kilometres in the territory of the administrative authority by the sum of the total distance travelled and the estimated distances in the territory of all the administrative authorities; that percentage shall be added to 100% of the total number of kilometres travelled.
